A Pennsylvania mother is facing multiple charges after police say a disturbing scene unfolded inside a Walmart, where witnesses watched a crying toddler become increasingly limp before officers realized he was unresponsive.
According to Tullytown Borough Police, officers were called to the store on March 14 for a welfare check after a shopper reported that a woman appeared to be screaming at two young children and acting erratically in the aisles.
When police arrived, they found 28-year-old Samantha Fletcher with her twins inside the store. Investigators say one of the children, a toddler boy, had been crying heavily as Fletcher moved through the store.
What witnesses described next is what turned the situation into a criminal case.

Shoppers Tried to Step In Before the Boy Stopped Responding
Police said Fletcher was seen dragging the little boy across the floor by a backpack leash while he cried hysterically.
According to the department’s news release, Fletcher then picked him up and dropped him into a shopping cart, causing him to hit his head. Witnesses later told investigators that the treatment did not stop there.
A probable cause affidavit cited by local reports says another shopper approached Fletcher and asked whether she needed help with the boy. Fletcher allegedly allowed the woman to try.
That moment reportedly changed the child’s behavior immediately.
The woman picked him up, and he briefly stopped crying and rested his head on her shoulder, according to the affidavit. But investigators say Fletcher then took him back and “slammed” him into the cart multiple times.
By the time officers located the family, Fletcher was holding the boy in her arms while her daughter slept in the shopping cart.
At first, the responding officer said Fletcher claimed the child had simply fallen asleep.
But it quickly became clear that something was much more serious.
Officers Realized He Was Not Just Sleeping
Tullytown Police Officer John Crichton told Fox 29 that he tried to calmly walk the family toward the front of the store to deescalate the situation.
As he did, he noticed the little boy was not moving.
Crichton said the child appeared to be more than asleep, prompting him to call for medics immediately. Emergency responders arrived and tried to wake him, but they were unable to do so at the scene.
The boy was taken to St. Mary Medical Center for treatment.
According to the probable cause affidavit, a CT scan later found that he had suffered a serious concussion. Police also noted a large bruise on his forehead.
After speaking with witnesses and reviewing what happened inside the store, officers arrested Fletcher.
The Case Has Raised Fresh Questions About the Children’s Situation
Fox 29 reported that Fletcher had been living in a shelter with the twins at the time of the incident.
Child Protective Services was called to assist, and the children were later placed with a relative.
Fletcher now faces three felony counts of aggravated assault, along with charges of endangering the welfare of children, recklessly endangering another person, and simple assault.
She is being held at the Bucks County Correctional Facility on $100,000 bail.
Stories like this tend to hit especially hard because they unfold in ordinary places, in full view of strangers, with people trying to step in before things get worse.
