Officers Respond to Cable Theft Report, Then Find an Infant Sleeping Alone in a Covered Car Seat

A Pennsylvania woman is facing multiple charges after police say officers investigating a suspected cable wire theft made a far more disturbing discovery: an infant left inside one of the vehicles tied to the incident. According to Upper Chichester Township Police, the case unfolded around 2:19 a.m. on March 30, 2026, when Officer Adam J. Biondi responded to a report of two suspicious vehicles tampering with cable wires near Meetinghouse Road

Police say Officer Biondi found a maroon Chrysler 300 with cable wire sticking out of the open trunk and hand saws visible on the passenger seats. The vehicle was secured and towed to police headquarters while officers continued investigating. A second vehicle, a Jeep Liberty, was stopped by Aston Police and was occupied by Angelina Williams and Ray Gibase. During that stop, officers allegedly found a saw blade under the passenger seat, though both occupants were initially released.

What happened next is the detail that makes the report especially jarring. While inspecting the Chrysler at police headquarters, Officer Biondi reportedly noticed a baby car seat covered with a blanket. Then he saw movement. Police say officers immediately entered the vehicle and discovered an infant inside, asleep but unharmed. The child was removed from the car and taken by Boothwyn EMS to a local hospital for evaluation

According to the arrest report, investigators later determined that the infant’s mother, 32-year-old Angelina Marie Williams, was allegedly involved in the cable wire tampering incident. Police say she was later taken into custody and admitted to her involvement. She was charged with theft by unlawful taking, endangering the welfare of children, theft of secondary metal, receiving stolen property, criminal mischief, criminal conspiracy, and possession of an instrument of crime. The arrest listing identifies the incident location as 3126 Meetinghouse Road, Upper Chichester, with an arrest and arraignment date of March 30, 2026

The charge list shows this was not treated as a simple property crime. Police included both theft-related counts and a child-endangerment charge after the infant was found in the vehicle during the early-morning investigation. All individuals are presumed innocent until proven guilty in a court of law
